Full Body Bulletproof Armor?

I've been seeing these new "bulletproof boxers" in the news lately, but I'm wondering why no one has come up with bulletproof armor that covers the entire body(not just the torso). If they have already please inform me why they haven't already employed them for soldiers in combat around the world.
